(AP) ? The FBI, CIA and other intelligence agencies ? but not the White House ? made major changes in talking points that led to the Obama administration's confusing explanations of the attack on U.S. diplomatic facilities in Benghazi, Libya, a Senate report concluded Monday.

The Homeland Security and Governmental Affairs Committee report said the White House was only responsible for a minor change. Some Republicans had questioned whether the presidential staff rewrote the talking points for political reasons.

The committee, headed by independent Sen. Joe Lieberman of Connecticut and Republican Sen. Susan Collins of Maine, also said the director of national intelligence has been stonewalling the panel in holding back a promised timeline of the talking point changes.

U.S. Ambassador to Libya Chris Stevens and three other Americans were killed in the Sept. 11 attack. The U.S. ambassador to the United Nations, Susan Rice, said she used the talking points to say in television interviews on Sept. 16 that it may have been a protest that got out of hand.

Rice's incorrect explanation may have cost her a chance to be nominated as the next secretary of state, as Senate Republicans publicly said they would not vote to confirm her. President Barack Obama instead nominated Sen. John Kerry, D-Mass., chairman of the Senate Foreign Relations Committee, who is expected to win easy confirmation.

The State Department this month acknowledged major weaknesses in security and errors in judgment exposed in a scathing independent report on the assault. Two top State officials appealed to Congress to fully fund requests to ensure diplomats and embassies are safe.

Testifying before two congressional committees, senior State Department officials acknowledged that serious management and leadership failures left the diplomatic mission in Benghazi woefully unprepared for the terrorist attack. The State Department review board's report led four department officials to resign.

The Senate report said that on Sept. 19, eight days after the attack, National Counterterrorism Center Director Matthew Olsen told the Homeland committee that the four Americans died "in the course of a terrorist attack."

The same day, State Department spokeswoman Victoria Nuland said the department stood by the intelligence community's assessment. The next day, Sept. 20, presidential spokesman Jay Carney said, "It is, I think, self-evident that what happened in Benghazi was a terrorist attack." Secretary of State Hillary Rodham Clinton also used the words "terrorist attack" on Sept. 21.

Olsen's acknowledgement was important, the report said, because talking points prepared by intelligence officials the previous week had undergone major changes.

A line saying "we know" that individuals associated with al-Qaida or its affiliates participated in the attacks was changed to say, "There are indications that extremists participated."

The talking points dropped the reference to al-Qaida and its affiliates altogether. In addition, a reference to "attacks" was changed to "demonstrations."

The committee said the director of national intelligence, James Clapper, and representatives from the CIA, State Department, counterintelligence center and the FBI told the panel that the changes were made within the CIA and the intelligence community. The change from "we know" there was an al-Qaida connection to "indications" of connections to "extremists" was requested by the FBI.

The report said the only White House change substituted a reference of "consulate" to "mission."

Intelligence officials differed over whether the al-Qaida reference should remain classified, the report said. It added, however, that the analyst who drafted the original talking points was a veteran career analyst in the intelligence community who believed it was appropriate to include a reference to al-Qaida in the unclassified version.

The analyst came to that conclusion because of claims of responsibility by a militant group, Ansar al-Sharia.

The committee said Clapper offered to provide the committee a detailed timeline on the development of the talking points. Despite repeated requests, the committee said the information has not been provided.

"According to a senior IC (intelligence community) official, the timeline has not been delivered as promised because the administration has spent weeks debating internally whether or not it should turn over information considered 'deliberative' to the Congress," the report said.

The report added that if the administration had described the attack as a terrorist assault from the outset, "there would have been much less confusion and division in the public response to what happened there on Sept. 11, 2012."

"The unnecessary confusion... should have ended much earlier than it did," the committee said.

Venezuela VP: Chavez suffers 'new complications'

Hugo Chavez has suffered "new complications" following his cancer surgery in Cuba, his vice president said Sunday, describing the Venezuelan leader's condition as delicate.

McElroy has concussion, Sanchez to start for Jets

FLORHAM PARK, N.J. (AP) ? The New York Jets' wacky quarterback situation took yet another twist.

Ryan said there was no way he would play McElroy against the Bills and the third-stringer will "definitely be out." McElroy had been listed on the injury report Wednesday with a mild abdominal strain, but was a full participant in practice and was expected to play without any issues.

"I admire his courage and everything else, but you have to be truthful and I think that's the lesson learned here with the medical staff," said Ryan, who added he would speak to the entire team about concussions after practice. "The fact he really wanted to play, I understand the competitive side of Greg and all that, but the most important thing is the health of the players.

"Obviously, I feel fortunate that something like this showed up without him going out there and putting himself in harm's way."

Ryan chose to start Sanchez over Tim Tebow because the team has just two practices and a walkthrough to prepare before the game.

"Mark has had success earlier in the season against Buffalo and he's very familiar with them," Ryan said. "That's the reason I'm going with Mark."

Sanchez appeared to be on his way to a solid season when he threw three touchdown passes in the Jets' season-opening 48-28 win over the Bills. It ended up being his best game of a lousy season. Sanchez was benched for the first time in his four-year career after turning the ball over five times at Tennessee on Dec. 17. McElroy leapfrogged Tebow on the depth chart to start against the Chargers.

"I know he believes in himself," Ryan said of Sanchez, "and any competitor would want this opportunity."

The news comes on the heels of some tension between Ryan and Tebow last week, when the popular backup quarterback told the coach he was "disappointed" at not getting the start and wanted to play "regular quarterback." ESPN New York first reported Sunday that Tebow asked out of the wildcat, and a person with knowledge of the situation confirmed that to The Associated Press. The two met again last Friday to clear the air, and Tebow reiterated that he was willing to do anything the team asked him to do.

Tebow insisted Wednesday that he did not refuse to do anything and acknowledged that Ryan might have misinterpreted what he said.

"It was just me asking to get an opportunity to play the position I love, which is quarterback," Tebow said. "It wasn't me asking out of anything."

Ryan said he understands that Tebow is frustrated at the situation and by not starting, but again would not disclose anything that was said between the two in their conversations last week.

Tebow will be the No. 2 quarterback on Sunday at Buffalo, and could play ? but it won't be as the starter.

"Obviously, he'd like a shot at it," Ryan said, "but with the situation the way it is, it's a short window, really, to get the preparation time in and I just think it's best for our football team."

With the way the season has played out, from the quarterback controversies to the injuries suffered by key players, Ryan was asked if this is the strangest year he has ever experienced in the NFL.

"Yeah, I would say that's pretty accurate," Ryan said, laughing. "And, we've had some strange ones."

TOKYO (Reuters) - More than half of Japanese voters support new Prime Minister Shinzo Abe's cabinet, media surveys published on Friday showed, with the country's stagnant economy topping the list of problems voters want the hawkish new leader to tackle.

Abe took office on Wednesday, after his conservative Liberal Democratic Party's (LDP) landslide election victory this month, promising to revive the world's third-biggest economy with bold monetary easing and big spending by the debt-laden government.

Support for Abe's cabinet, which is packed with allies who share his conservative views but leavened with some party rivals, ranged from 52 percent in a survey by the Mainichi newspaper to 65 percent in a poll by the Yomiuri newspaper.

Fixing the economy, now in its fourth recession since 2000, was voters' top priority. Forty-eight percent of voters in a survey by the Asahi newspaper put the economy as their first priority, compared with 11 percent who stressed security issues, which are also a key element of Abe's platform.

Abe, 58, wants to revise Japan's post-World War Two constitution limits on the military so Tokyo can play a bigger global security role, but only 32 percent of voters in the Asahi poll backed the move compared to 53 percent who opposed.

Voters were split over the LDP's post-Fukushima nuclear disaster energy policy, with 46 percent in favor of its plan to restart off-line nuclear reactors that are confirmed safe and 45 percent opposed, the Yomiuri said.

Abe, who quit abruptly in 2007 after a troubled year in office during which his early high support rates crumbled, is all too aware of the need to show results quickly ahead of a July election for parliament's powerful upper house.

The LDP and its smaller coalition partner won the two-thirds majority in the lower house that allows them to enact bills rejected by the upper chamber, where they lack a majority, but that process is cumbersome.

"We are getting firm support for our practical response," the Yomiuri quoted Shigeru Ishiba, the LDP's No.2 leader, as saying. "We must achieve results so that we can maintain this support."

Catherine, which was released in North America in 2011 before arriving in Europe in 2012, mines the emotional paralysis of a young man trying to choose between leaving and marrying his girlfriend. Its daytime segments allow the player to sit in a bar, choosing what sort of texts to send her, and at night the game turns into a frighteningly well-observed series of puzzle nightmares. It?s complex and insightful, though I was shocked at its difficulty. Even experienced gamers might want to start on the easiest setting. But it?s worth it. Particularly impressive is a level in which the single-player form changes to include Vincent, the protagonist, and his girlfriend in a fast-paced joint race to solve a puzzle. Oil up on hopes for positive 'fiscal cliff' talks

BANGKOK (AP) -- Oil prices climbed Thursday as U.S. political leaders prepared for one last try at reaching a budget deal to avoid the so-called "fiscal cliff."

Benchmark oil for February delivery rose 21 cents at midday Bangkok time to $91.19 per barrel in electronic trading on the New York Mercantile Exchange. Prices rose sharply Wednesday on higher U.S. home prices and hopes of a budget deal in Washington. The contract jumped $2.37, or 2.7 percent, to finish at $90.98 per barrel in thin post-Christmas trading in New York.

President Barack Obama was returning to Washington on Thursday after a brief vacation to resume budget talks with Congress. Negotiations are aimed at avoiding the "fiscal cliff," the deep budget cuts and tax increases that would kick in on Jan. 1 and that some say would send the U.S. into another recession.

Later Thursday, the Conference Board will release its December survey of consumer confidence. The forecast is that the confidence index declined to a reading of 71 from 73.7 in November. A separate survey last week from the University of Michigan showed consumer confidence tumbled this month. Consumers may be starting to worry about whether Congress and Obama can reach a budget deal.

In London, Brent crude, used to price various kinds of foreign oil, fell 20 cents to $110.87 per barrel.

Volunteers track Santa's progress, answer calls

PETERSON AIR FORCE BASE, Colo. (AP) ? Most of the thousands of children who call the annual Santa-tracking operation at a Colorado Air Force Base on Christmas Eve ask the usual questions: "Where's Santa, and when will he get here?"

So volunteer Sara Berghoff was caught off-guard Monday when a child called to see if Santa could be especially kind this year to the families affected by the Connecticut school shooting.

"I'm from Newtown, Connecticut, where the shooting was," she remembers the child asking. "Is it possible that Santa can bring extra presents so I can deliver them to the families that lost kids?"

Sara, just 13 herself, was surprised but gathered her thoughts quickly. "If I can get ahold of him, I'll try to get the message to him," she told the child.

Sara was one of hundreds of volunteers at NORAD Tracks Santa who answered more than 88,000 calls by Monday evening, program spokeswoman Marisa Novobilski said.

First lady Michelle Obama, who is spending the holidays with her family in Hawaii, also joined in answering calls as she has in recent years. She spent about 30 minutes talking with children from across the country.

The calls into NORAD this year were on pace to exceed last year's record of 107,000.

The North American Aerospace Defense Command, a joint U.S.-Canada command responsible for protecting the skies over both nations, tracks Santa from its home at Peterson Air Force Base.

NORAD and its predecessor have been fielding Christmas Eve phone calls from children ? and a few adults ? since 1955. That's when a newspaper ad listed the wrong phone number for kids to call Santa. Callers ended up getting the Continental Air Defense Command, which later became NORAD. CONAD commanders played along, and the ritual has been repeated every year since.

After 57 years, NORAD can predict what most kids will ask. Its 11-page playbook for volunteers includes a list of nearly 20 questions and answers, including how old is Santa (at least 16 centuries) and has Santa ever crashed into anything (no).

But kids still manage to ask the unexpected, including, "Does Santa leave presents for dogs?"

THE REAL DEAL: A young boy called to ask if Santa was real.

Air Force Maj. Jamie Humphries, who took the call, said, "I'm 37 years old, and I believe in Santa, and if you believe in him as well, then he must be real."

The boy turned from the phone and yelled to others in the room, "I told you guys he was real!"

DON'T WORRY, HE'LL FIND YOU: Glenn Barr took a call from a 10-year-old who wasn't sure if he would be sleeping at his mom's house or his dad's and was worried about whether Santa would find him.

"I told him Santa would know where he was and not to worry," Barr said.

Another child asked if he was on the nice list or the naughty list.

"That's a closely guarded secret, and only Santa knows," Barr replied.

TOYS IN HEAVEN: A young boy who called from Missouri asked when Santa would drop off toys in heaven.

His mother got on the line and explained to Jennifer Eckels, who took the call, that the boy's younger sister died this year.

"He kept saying 'in heaven,'" Eckels said. She told him, "I think Santa headed there first thing."

BEST OF: Choice questions and comments wound up posted on a flip chart.

"Big sister wanted to add her 3-year-old brother to the naughty list," one read.

"Are there police elves?" said another.

"How much to adopt one of Santa's reindeer?"

INTERNATIONAL FLAVOR: NORAD got calls from 220 countries and territories last year, and non-English-speakers called this year as well.

Volunteers who speak other languages get green Santa hats and a placard listing their languages so organizers can find them quickly.

"Need a Spanish speaker!" one organizer called as he rushed out of one of three phone rooms.

HE KNOWS WHEN YOU'RE AWAKE: At NORAD's suggestion, volunteers often tell callers that Santa won't drop off the presents until all the kids in the home are asleep.

"Ohhhhhhh," said an 8-year-old from Illinois, as if trying to digest a brand-new fact.

"I'm going to be asleep by 4 o'clock," said a child from Virginia.

"Thank you so much for that information," said a grateful mom from Michigan.

CHRISTMAS EVE IN AFGHANISTAN: Five U.S. service personnel answered calls from Afghanistan for about 90 minutes through a conferencing hookup.

"They had a great time," said Novobilski, the program spokeswoman.

NORAD wanted to set up a call center in Afghanistan but that proved too complex, she said.

More equal wealth will allow manufacturing and farming to actually exist in the west without subsidies, too. At the moment we're clinging on to high tech specialised manufacturing, but I doubt that will last for that long.

So how did Saint Nicholas become Father Christmas?

Adam C. English, associate professor of religion at North Carolina's Campbell University, explores that question and much more in his new book "The Saint Who Would Be Santa Claus: The True Life and Trials of Nicholas of Myra."

In an interview, we talked about the Saint Nicholas of history, the evolution of Santa Claus, and the reasons why a saint from the fourth century can inspire us today.

Q: Who was Saint Nicholas in real life?
?
A: The historical Saint Nicholas was born around the late third century or early fourth century. He lived his life in what is now the southwest shores of Turkey. He served as a bishop, a Christian pastor of the church in Myra, doing good works of gift-giving and generosity, serving the people as a true civil servant. There are stories of him bartering with grain ships to get grain to save the starving people of Myra, going to the capitol to appeal for lower taxes, interfering in court cases and saving three men from beheading.

As a young man, he inherits gold from his parents, and he hears of a man in town who's become desperately poor and is thinking about selling off his own daughters. Nicholas bags up some of that gold and throws it through his window. It's used as a dowry for one of the daughters. He returns two times so the other daughters might be able to marry.

Q: What did it mean then to sell off one's daughters?
?
A: Prostitution. We have decrees dating back to the early days of the Roman empire trying to curb that activity and try to prevent parents from selling daughters into prostitution and children into slavery.

While it seems inhumane, those options become very live and real when your options are to starve or freeze to death. It gives us a glimpse into some of the hardships of the time.

Q: Was he martyred like so many other saints?

A: No. He lives to a ripe old age.

Part of what appeals to people about Nicholas is precisely the ordinariness of his story and his life. Going back to that fourth century, most of the stories were about saints [who] died for the faith, were martyred in grisly ways. Or performed supernatural miracles or spent their lives in the desert as hermits.

He is an ordinary guy, doing ordinary acts of charity and working on behalf of the people. He's a saint to whom people can relate. He becomes the patron saint of sailors and children and unwed women, bakers, brewers and apothecaries, perfumers. Everybody loves Saint Nicholas.

Q: He sounds a bit like the apostle Peter, a man who isn't in a sphere above everyone else. Does that sound right?

A: Peter is such a relatable saint precisely because he doubts, he denies knowing the Lord, he questions, he has all the failings. He is you and me. We have those same doubts and questions.

Snow, tornadoes threaten more holiday chaos

While parts of the Midwest are still digging out from under a big snowstorm, some still dream of a white Christmas, and others are bracing for possible tornados. Weather Channel meteorologist Todd Santos reports.

A major winter storm that dumped up to six feet of snow in the mountains of California was headed east Monday, raising the specter of yet more holiday travel chaos across much of the United States, forecasters warned.

The storm was cutting a path across the country as Americans make their way to and from holiday gatherings, smacking the Rocky Mountain states starting late Monday and eventually hitting New England late Thursday or Friday, weather.com reported.

Last week, snow and high winds disrupted thousands of flights from the Midwest through the Northeast.

?Unfortunately, this occurs not only during the Christmas holiday, but also in the peak travel period after Christmas Day in the South, Midwest, and East,? weather.com said.

?Travel will become treacherous Christmas Day and Christmas night from the High Plains of western Kansas and the Texas Panhandle eastward into Oklahoma, extreme north Texas, Arkansas, and into the mid-Mississippi Valley,? weather.com said.

?In the warm sector of the storm system ... severe thunderstorms with tornadoes, damaging winds, and hail will erupt across a swath of the Deep South on Christmas Day,? it added.

Storm warnings
The National Weather Service issued winter storm warnings early Monday for parts of Oklahoma, Arkansas, Utah, Montana and Idaho.

According to the flightstats.com website, 82 flights had been canceled and 1,949 had been delayed across the U.S. as of 2:52 p.m. ET Monday. It was unclear how many of these problems were due to the weather.

Weather.com said heavy mountain snow was winding down over the Sierra Nevada after the storm, which it named ?Euclid,??left behind "a whopping six feet ... in the higher elevations Saturday and Sunday.?

The Bitterroot, Teton, Wasatch and Rocky Mountains were next in line for snow, with up to 12 inches or more expected.

?Lower elevations will get in on the snow too, so beware of snow-covered roads around Salt Lake City,? weather.com said. ?Euclid will lay down a blanket of fresh snow by Christmas morning into parts of the adjacent High Plains, including Denver.?

?Euclid will then become the next major weather system to affect the central and eastern states with snow and thunderstorms beginning Christmas Day,? it added.

Hundreds of flights hit again as winter weather continues

'Significant' flight delays
The bad weather will move east Wednesday and Thursday on a track from southern Illinois through central Indiana into northwest Ohio and southeast Michigan will see the heaviest [snowfall] totals in this phase of Euclid's journey,? weather.com said.

According to estimates by AAA, 93 million Americans will venture at least 50 miles from home over the holidays. NBC's Gabe Gutierrez reports on the travel situation from one of the country's busiest airports in Atlanta.

?Expect wintry travel conditions to spread into the Ohio Valley by Wednesday morning.? Air delays in the region may be significant!? it added. ?There may also be a narrow zone of sleet and freezing rain in parts of Indiana and Ohio sandwiched between the snow and rain.?

It said the ?primary impacts? of the storm would arrive in the Northeast Wednesday into early Thursday.

Gusty winds and ?widespread precipitation? were expected in the Northeast, Weather.com said.

Snow was likely for an area including the eastern Great Lakes, northern Pennsylvania, upstate New York and northern New England.

The cities of the I-95 corridor and east to the coast were expected to get mainly rain, although some places could get brief periods of light snow or a ?wintry mix.?

?Despite the ?more wet than white? forecast for the I-95 urban corridor, expect major delays at the major Northeast airport hubs Wednesday due to low cloud ceilings and strong winds,? weather.com warned. ?These delays may persist into Thursday morning due to low clouds, wind, and potential changeover to light snow.?

Weather.com also warned that a developing storm system in the Deep South could bring ?a plethora of weather hazards? to the central United States on Christmas Day.

?Severe thunderstorms capable of damaging winds and tornadoes are possible for portions of the Lower Mississippi River Valley and southeast U.S.,? it said.

Rain and thunderstorms are expected to hit places like Jacksonville, Charlotte and Orlando Wednesday, weather.com said.

Annual bird counts give scientists climate clues

(AP) ? Armed with flashlights, recordings of bird calls, a small notebook and a stash of candy bars, scientist Rich Kostecke embarked on an annual 24-hour Christmastime count of birds along the Texas Gulf Coast. Yellow rail. Barn owl. Bittern. Crested Cara-Cara. Kostecke rattled off the names and scribbled them in his notebook.

His data, along with that from more than 50 other volunteers spread out into six groups across the 7,000-acre Mad Island preserve, will be analyzed regionally and then added to a database with the results of more than 2,200 other bird counts going on from mid-December to Jan. 5 across the Western Hemisphere.

The count began in 1900 as a National Audubon Society protest of holiday hunts that left piles of bird and animal carcasses littered across the country. It now helps scientists understand how birds react to short-term weather events and may provide clues as to how they will adapt as temperatures rise and climate changes.

"Learning the changes of habit in drought could help us know what will happen as it gets warmer and drier," said Kostecke, a bird expert and associate director of conservation, research and planning at the Nature Conservancy in Texas.

Scientists saw birds change their habits during last year's historic drought that parched most of Texas. Some birds that normally winter on the coast ? such as endangered whooping cranes ? arrived and immediately turned back when they couldn't find enough food. Other birds didn't even bother flying to the coast. Snowy owls, who sometimes migrate from the Arctic to Montana, suddenly showed up as far south as Texas.

There has been some rain this year, but Texas still hasn't fully recovered from the drought and many areas remain unusually dry. Wetlands, a crucial bird habitat, have been damaged. Trees and brush are dead or brown. There are fewer flooded rice fields, prime foraging grounds for birds. And sandhill cranes, for the second winter in a row, are staying in Nebraska.

An initial report on the 24-hour count that began midnight Monday and ended midnight Tuesday included 233 different species ? a drop of 11 from last year when 244 were counted on Mad Island. While the area likely still has one of the United States' most diverse bird populations, the species that were missing raise questions.

Where are the wild turkeys? Why were no black rails found? What about fox sparrows and the 13 other species that are commonly counted on the preserve? Where have they gone?

"There are several possibilities," Kostecke surmised. "Conditions may be better in the east, like Louisiana. Some may still be north, because it's been mild, and they tend to follow the freeze line."

With weather in the north still relatively warm, some birds might choose to stay put and conserve energy for the nesting season, Kostecke added.

Similar changes in bird behavior could be seen this year in the Midwest and parts of the South, areas that have been gripped by a massive drought that covered two-thirds of the nation at its height. The drought's severity is unusual, but scientists warn that such weather could become more common with global warming. Birds ? as well as other animals ? will have to adapt, and the data collected in the Christmas count gives crucial insight on how they might do that.

The dataset is notable for its size and the decades that it covers. Along with showing how birds adapt to climate change, it reveals the impact of environmental changes, such as habitat loss, which has contributed to a 40 percent decline in bird numbers during the past 40 years, said Gary Langham, vice president and chief scientist for the National Audubon Society.

"We've converted the landscape dramatically, and then you add climate change to the mix ... and the results are more alarming," Langham said.

Scientists have used the data to predict bird populations and behavior in 2020, 2050 and 2080. They also could use it to advance conservation work or calls for emergency action, he said.

Birds, though, are only one part of an ecosystem. As they move from place to place, they encounter new predators and species that may be competing for the same food. Vegetation also is changing as the Earth warms and some areas become more drought-prone. What happens as all these changes take place?

"It's the million dollar question. When you have that kind of ecological disruption, no one knows what happens," Langham said. "There are going to be winners and losers. There will be some that become more common, and some that will go extinct."

The survivors are the big unknown.
