4 stars The ratings of YMO albums are all over the map on this website and I feel it really misrepresents them. The truth is that their *main* albums (the s/t, this one, BGM, Technodelic, and Naughty Boys) run very close in quality. I agree though that if you're a prog guy this is probably not the album for you. This is where their Kraftwerk influence is perhaps the most felt but it's really just a celebration of technology, or the promise of a "future Japan". Like the first album most of these sounds (which are commonplace today) must have blown some heads in their day. Most of this is light and very catchy but the darker tracks really do reveal a sophistication in their work. You can't put brilliant minds like this together without getting something like that. But poppier moments like "Rydeen", "Technopolis", "Behind the Mask" (ESPECIALLY "Behind the Mask" - has a greater technopop song ever been written?) and that incredible chorus in "Absolute Ego Dance" (where the vocoder comes in) are what it's all about. And if you can't tolerate an ass-backwards cover of "Day Tripper", I don't know what to tell you. Really I'd give this 4.5 stars but I was told by the rules to use 5 stars sparingly so I'm gonna save it for BGM.

Off to the future with a new soccer robot

ScienceDaily (Oct. 30, 2012) ? Computer scientists from the University of Bonn have developed a new robot whose source code and design plan is publicly accessible. It is intended to facilitate the entry into research on humanoids, in particular, the TeenSize Class of the RoboCup. The scientists recently introduced the new robot at the IROS Conference (International Conference on Intelligent Robots and Systems) in Portugal.

With its white head and black body, "NimbRo-OP" looks almost human. After all, at a height of 95 centimeters, it is almost the size of a small child. Among soccer robots, it counts as a "grown-up." Thanks to light-weight materials, its weight of 6.6 kilograms is, however, clearly less than that of a child. It has a total of 20 drive elements that convert computer commands into mechanical motions. This is also why "NimbRo-OP" is very agile -- it has no problems kicking a soccer ball, and it can also get up from a prone position like a human, for soccer players also sometimes fall down.

The robot's source code and design are open source

"We have made very effort to keep the design simple to allow other working groups to also use this robot as a basis for their work, modify and repair it," says Prof. Dr. Sven Behnke, lead of the Autonomous Intelli?gent Systems working group from the University of Bonn. Source code and design plan of "NimbRo-OP" are open source. This is intended to facilitate entry into research on humanoids, in particular, the TeenSize Class of the RoboCup.

The Bonn researchers used different humanoid robots as the inspiration for their project. "There are also other very interesting robots; but they are clearly smaller than ours," says Prof. Behnke. "But its size is essential for being able to do certain things, such as in robo-soccer." In addition, "NimbRo-OP" has a special wide-angle camera to get a view of the soccer field, and high processing capacity for swift response.

"NimbRo-OP" to participate in RoboCup

This robot, which was recently presented at the IROS Conference (International Conference on Intelligent Robots and Systems) in Portugal, is a prototype. "NimbRo-OP is not suitable for consumers," says Prof. Behnke. "Our target group consists of scientists who want to program robots based on this hard- and software." The scientists from the Uni?versity of Bonn also want to enter their robot in the RoboCup.

This is a first step in the development project. "With this platform, we would like to achieve compatibility with other robots," says the computer scientist. Over the next three years, the development project will be continued together with igus GmbH K?ln, an application partner, within a knowledge transfer project entitled "A humanoid TeenSize open-platform soccer robot." Prof. Behnke explains, "The goal of the project is accelerating progress in the humanoid robot area by intensifying the sharing with other groups of researchers."

Robots' soccer skills still inferior to those of humans

Chess computers have already proven that they can best human capabilities. "But humans are still clearly better at soccer than robots," the computer scientist from the University of Bonn reports. The requirements for soccer robots are high; they have to perceive environ?mental conditions via cameras and inclination sensors, detect the goal posts, opponents and obstacles, and make and implement decisions in?volving their team members. "There is still much to do to solve all the problems out on the pitch," adds Prof. Behnke.

Robo-soccer as a testing grounds for future everyday applications

The scientists are using the RoboCup to experiment with complex challenges for bipedal robots that can potentially be used in many practically relevant environments beyond soccer. "For example, they are capable of using tools, climbing stairs, and passing bottlenecks that are too narrow for wheeled or tracked robots," explains Prof. Behnke. In addition, they can also use human facial expressions, gestures and body language for communicating.

He adds, "Our goal is to stop re-inventing the wheel over and over; by using an open platform together with other researchers, we want to find solutions while saving on effort and expenses." The working group around Prof. Behnke is the most successful humanoid team worldwide at the RoboCup, and with wins in eleven individual competitions, quite likely even the most successful RoboCup team overall.

Neurotransmitters linked to mating behavior are shared by mammals and worms

ScienceDaily (Oct. 29, 2012) ? When it comes to sex, animals of all shapes and sizes tend behave in predictable ways. There may be a chemical reason for that. New research from Rockefeller University has shown that chemicals in the brain -- neuropeptides known as vasopressin and oxytocin -- play a role in coordinating mating and reproductive behavior in animals ranging from humans to fish to invertebrates.

"Our research shows that molecules similar to vasopressin and oxytocin have an ancient and evolutionarily conserved role in controlling a critical social behavior, mating," says Cori Bargmann, Torsten N. Wiesel Professor and head of the Lulu and Anthony Wang Laboratory of Neural Circuits and Behavior. "This work suggests that these molecules encode the same kind of information in the brains of very different animals."

Bargmann, whose laboratory studies the relationship between genes, neural circuits and behavior in the C. elegans roundworm, says vasopressin and oxytocin have been implicated in a variety of reproductive and social behaviors in humans and other mammals, including pair bonding, maternal bonding and aggressive and affiliative behaviors. Mice that lack oxytocin may develop social amnesia, and humans who sniff oxytocin through an inhaler change their cooperative behavior in computer games, behaving as though they "trust" other players more.

Bargmann's team, led by postdoc Jennifer Garrison, identified a peptide and two receptors in C. elegans worms that were similar to the mammalian oxytocin/vasopressin signaling system. Male worms that were engineered to lack this peptide, dubbed nematocin, were clumsy sexual partners.

"Although they could perform the motor aspects of mating, their sequences were inefficient, disorganized and repetitious," says Garrison. "Only a fraction of males lacking the peptide were able to complete mating by transferring sperm within five minutes of first contacting a partner, a time in which normal worms are usually successful."

Males lacking nemotocin or its receptors also spent less time looking for mates, as though they were less motivated to find partners.

A Recipe For Disease: Food Deserts and Air Pollution | Care2 ...

On my way to a party recently, I decided at the last minute to pick up a bottle of wine and some fruit to contribute to the festivities. I was already near my destination and began to drive around looking for a grocery store. After circling several blocks with no luck, I engaged my GPS, only to discover that there were no grocery stores for miles in any direction.

I was in a?food desert!

Food Deserts and Food Swamps

And as it turns out, my hometown and state, Houston, Texas are full of them. Recently, I was introduced to the notion of?food deserts and?food swamps, and I realized instantly, the same people who are suffering the ill-effects of air pollution and poor access to health care, are also bearing the brunt of almost no access to quality, nutritious food.?Some of my city?s policy-makers are aware of this and pushing to increase food access.

A?food desert, according to Dr. Ann Barnes, Medical Director for?Weight Management Services and Disease Prevention at Harris County Hospital District, is when one third of the residents in a census tract are over one mile from a full-service supermarket or grocery store.

Food swamps are communities in which there is an overabundance of high caloric, nutrient-poor foods versus healthy foods. In Texas, the uneven distribution of supermarkets statewide has resulted in large areas of residents that go without.?Texas ranks lowest in the nation for supermarket density per population.

The shortage of supermarkets particularly impacts lower-income residents with limited resources for an adequate diet. In Houston, where 21% of the population lives below the poverty line, the poor that are disproportionately affected by the lack of supermarkets live mostly on the eastern parts of the city. It is no coincidence that these areas are the same parts of the city plagued with air pollution and unhealthy conditions.

Obesity, Asthma and Air Pollution

The?Food Trust, a national research and advocacy organization, found that studies overwhelmingly indicate that people living in?food deserts suffer disproportionately high rates of obesity and other diet-related issues. And, even though asthma is not considered a diet-related disease, high incidences of asthma appear in these communities as well. Poor diet contributes to and worsens asthma. There is a direct link between?obesity and the incidence of asthma and asthma-related mortality. According to the?Cleveland Clinic Journal of Medicine, the rise in obesity rates has paralleled the rise in asthma in recent decades. And conversely, significant weight loss has been associated with improvements in both asthma control and lung function. The higher one?s body mass index, the higher one?s risk of asthma.

Food deserts are almost always?food swamps, meaning that where they are lacking in access to wholesome groceries choices, there is an abundance of unhealthy, fast-food opportunities. Sugar, processed carbohydrates (such as candy, juice, white bread, and chips), and trans fats commonly found in fast foods contribute to the inflammatory response characteristic of triggering asthma. Recently, the?Journal of Asthma published a study of over 2,000 fifth-graders showing that the regular consumption of sweetened beverages greatly increased the children?s risk of developing asthma.

Dirty Air, Asthma and Social Justice

For the children of low-income families,?food deserts,?food swamps and air pollution conspire in their communities with a one-two-three punch that makes kids sicker, poorer-performing academically, and less physically active.?Families under siege from a barrage of factors, when the air is dirty and when there is no access to healthy, wholesome food, cannot fight alone. Those of us concerned about the health of children and the welfare of our communities must band together to insist that policy-makers support strong clean air regulations for all.

Powerful antibiotics that scientists and physicians thought stop the growth of harmful bacteria by completely blocking their ability to make proteins actually allow the germs to continue producing certain proteins -- which may help do them in.

The finding, by a team at the University of Illinois at Chicago College of Pharmacy, clarifies how antibiotics work and may aid in the discovery of new drugs or improve clinical therapy with existing ones. The study is published in the Oct. 26 issue of the journal Cell.

Among the most complex molecular machines in the cell are the ribosomes, responsible for churning out all the proteins a cell needs for survival. In bacteria, ribosomes are the target of many important antibiotics, says Alexander Mankin, professor and director of the UIC Center for Pharmaceutical Biotechnology, who led the study.

Mankin and his colleagues picked apart the process of protein synthesis inside the ribosome, comparing the action of the classic antibiotics erythromycin and azithromycin and newer drugs called ketolides, which are used to treat serious infections.

Surprisingly, the more powerful drugs were the more "leaky" in blocking the production of proteins.

"We were shocked to discover that ketolides, which are known to be better antibiotics, allow for many more proteins to be made compared to the older, less efficient drugs," Mankin said. "We now believe that allowing cells to make some proteins could be much more damaging for a microbe than not letting it make any proteins at all."

The findings may point the way to better and more potent antibiotics, Mankin said. But he and colleagues are "thinking beyond just antibiotics."

"If a chemical can be designed that binds to the human ribosome and allows it to make good proteins but not bad ones, such as mutant enzymes or proteins that promote cancer, then such new drugs can treat many human maladies," he said.

Russia suggests U.S. coordinating arms supplies to Syria rebels

MOSCOW (Reuters) - Russia on Thursday accepted a U.S. statement that it has not supplied Stinger missiles to Syrian rebels, but suggested the United States is coordinating supplies of some other weapons to President Bashar al-Assad's foes.

The United States said on Wednesday it has not supplied Stinger missiles to Syrian rebel forces and appeared to question Russian assertions that the U.S.-made, surface-to-air missiles had made their way into the opposition's hands.

"Yes, the United States is not supplying man-portable air-defense systems to rebels in Syria," Russian Foreign Ministry spokesman Alexander Lukashevich said in a statement.

"At the same time, it is also well-known that Washington is aware of supplies of various types of arms to illegal armed groups operating in Syria," he said.

"Moreover, the United States, judging by admissions by American officials that have also been published in American media, is conducting coordination and providing logistical support for such supplies."

U.S. State Department spokeswoman Victoria Nuland said on Wednesday that the United States had provided no lethal assistance to rebel forces whatsoever. On Thursday, she said the latest Russian suggestion was "ludicrous."

"We have made a choice only to provide non-lethal assistance. Other countries have made a different choice. We coordinate with all of those countries, particularly on this issue of ensuring that we are vetting well who we are working with, and making sure that we are not inadvertently supporting extremists," Nuland told a news briefing.

"But this notion that we are coordinating the military assistance of other countries is ludicrous."

Moscow and Washington are at loggerheads over the conflict in Syria, which activists say has killed more than 32,000 people since protests against Assad erupted in March 2011.

Russia sold the government in Syria $1 billion worth of weapons last year and has made clear it would oppose an arms embargo in the U.N. Security Council, contending that rebels would get weapons illegally anyway.

The West has criticized Russia for vetoing, along with China, three Security Council resolutions aimed at putting pressure on Assad to end a 19-month conflict. Moscow says it opposes foreign interference in Syria's affairs.

1. Avoid toxic people

What does this mean? Who are the toxic people?

Toxic people can be well-meaning people but when they talk to you, they are coming from a negative attitude about money, finances, and especially about the current real estate situation.

They may be fellow real estate professionals who want to gather around the water cooler, they may be relatives who are just trying to protect you; they may even be friends and family.

You will know if you've been around a toxic person, because you will begin to feel deflated.

Here's your job: either change the subject or walk away. Better yet, speak up for yourself and mention that you want to think positively about yourself and about your business.

If you see one of them coming your way find a way to avoid the interaction because it does not serve your highest good (or theirs).

2. If you've tried everything and exhausted ways to avoid toxic people, then you may have to set an internal boundary.

You can do this very simply by having your own inner conversation if someone is saying something negative to you on the outside.

A great example of an inner conversation when someone is complaining about their business or about the marketplace is to say to yourself, "that may be true for you but it's not true for me." This can become your inner mantra.

3. Avoid the media

Why? Remember that the intention of the media is to sell newspapers and magazines. The more they can paint a negative and fearful picture, the more their sales go up.

In fact there is a saying in the newspaper business, "If it bleeds, it reads." That may seem harsh, but pick up any newspaper and you'll see what I'm talking about.

Why subject yourself to slanted, negative spins on the economy when you can find just as much information to point to the positive?

4. Successful real estate professionals do well in any market.

Were you aware of that? Knowing that fact, none of us can continue to use the excuse about the market being bad.

In fact, I am coaching several clients right now who in the last six months have doubled and tripled their incomes.

In addition to the right marketing strategies and regular lead generation activities, you could help yourself with this empowered belief:

"I now draw to me clients who are ready, willing and able to make a transaction in the next 30 days."

5. Look for the opportunity in today's marketplace

There are many opportunities in today's market and successful real estate professionals are taking advantage of them.

Let your prospective clients know this and then say to them, "Let's get you a deal." Few could resist this invitation.

6. Remember that your success depends on your mindset, not on the outer conditions of the market.

"If you believe you can or you can't, either way you are right," Henry Ford.

What mindset do you choose to nurture inside yourself? Do you want to believe, "I can "or "I can't". Your beliefs create your reality so whatever you choose to believe will become true for you.

7. Remember to engage the Law of Attraction as one of your most powerful tools

The law of attraction states that you get what you focus your attention on. Furthermore, your beliefs create your reality so choose your beliefs carefully.

Here's a tip: instead of saying "I can't possibly succeed in today's market," choose instead to focus one of these beliefs:

"I achieve whatever I set my mind to"

"I am a money market in any situation"

"I attract clients who appreciate and respect my expertise"

"My success depends on my attitude, not on any outer circumstances"

8. Be proactive

In any marketplace there are always people wanting to buy and sell homes. They need your help and they need your expertise.

Your job is to become visible to them. In today's market, they are not likely to fall in your lap.

However with a good system of lead generation, you can contact them and use your intention to attract your ideal clients.

Be sure to clear out any self-limiting beliefs that stop you from picking up the phone.

US-Russian trio hooks up with space station

A Russian Soyuz space capsule linked up with the International Space Station on Thursday, delivering three new residents to the orbiting laboratory.

The Soyuz TMA-06M spacecraft docked at the space station's rooftop Poisk module at 8:29 a.m. ET after a two-day orbital chase. Riding on the Soyuz were NASA astronaut Kevin Ford and Russian cosmonauts Oleg Novitskiy and Evgeny Tarelkin, who are beginning a five-month mission to the space station.

"We can see you, everything looks fine," Russian cosmonaut Yuri Malenchenko, who was already onboard the station, told the approaching crew before the two spacecraft docked about 230 miles (370 kilometers) over southern Ukraine.

After checking to all the connections were tight, the Soyuz crew floated into the space station for a round of greetings.

"We?ll stay until March," Ford said in a NASA interview before launch. "We?ve got some space station maintenance activities planned, some kind of periodic maintenance that we?ve trained for, but really the emphasis will be on getting the science rolling and getting as much utilization out of the flight as we can."

Ford, Novitskiy and Tarelkin launched into space on Tuesday atop a Soyuz rocket that blasted off from the Central Asian spaceport of Baikonur Cosmodrome in Kazakhstan. They are the second half of the space station's six-person Expedition 33 crew, which is commanded by NASA astronaut Sunita Williams. The Soyuz spacecraft is bringing some fishy friends to the space station in addition to its human crew. The spacecraft is ferrying 32 small Medaka fish to the space station so they can be placed inside a tank, called the Aquatic Habitat, for an experiment to study how fish adapt to weightlessness.

Flurry of activity
Thursday's Soyuz docking at the space station kicks off a flurry of arrivals and departures at the International Space Station.

A robotic Dragon space capsule built by the private spaceflight company SpaceX will leave the space station on Sunday and splash down in the Pacific Ocean off the coast of Southern California. The Dragon capsule will return nearly 2,000 pounds (907 kilograms) of science experiment hardware and other gear back to Earth.

On Oct. 31, an unmanned Russian Progress spacecraft will launch toward the space station and arrive six hours later to make a Halloween delivery of food, equipment and other Halloween treats. One day later, Williams and Hoshide will don bulky spacesuits and float outside the space station on a spacewalk to fix an ammonia leak in the orbiting lab's cooling system.

Williams, Hoshide and Malenchenko are in the final weeks of their mission to the space station, and will return to Earth Nov. 12. At that time, Ford will take command of the space station crew to begin the Expedition 34 mission.

When I looked at the data?back in June, we saw that of the roughly ?40 billion that was shaved from the deficit during the 2010?2011 budget cycle, for every ?3 of new tax revenue, U.K. taxpayers got ?1 in cuts ? exactly the reverse of what was promised.

What?s more, the evidence indicates that U.K. has, at best, slowed down the growth of spending, but it has not?engaged in actual spending cuts. I documented the trend in British spending earlier this year:

A look at the data in Her Majesty?s Fiscal Year 2012?Budget shows (see table 2.3) that total managed expenditures will increase from ?696.4 billion in 2011?2012 to ?733.5 billion in 2014?2015, and further to ?756.3 billion in 2016?2017. Adjusted for population growth, this is slow growth, but not a savage cut. That table also shows a ?projected? drop in Public Sector Gross Investment between 2012?2013, but if it ever materializes, it will be contained to that year alone.

Spending cuts in the UK can?t be blamed for the weak growth path the country is on. On the other hand, tax increases can. Here is a list:

Fighting rages in Syria before Brahimi's truce

AMMAN (Reuters) - Syrian troops bombarded a town near Damascus on Thursday and fighting raged in and around the northern city of Aleppo, a day before a proposed truce for a four-day Muslim religious holiday.

President Bashar al-Assad's government was expected to make a statement later in the day on whether it accepts the temporary ceasefire advocated by U.N.-Arab League envoy Lakhdar Brahimi.

The Syrian authorities said on Wednesday they were still studying the plan, but Russia's envoy to the United Nations said Damascus had indicated to Moscow that it would agree to it.

China urged all sides to respect a ceasefire, an idea also backed by Syria's main regional ally Iran, but there was no sign on the ground of any let-up in the violence on the eve of Eid al-Adha, the biggest feast on the Muslim religious calendar.

Syrian troops pounded Harasta, near Damascus, with tank and rocket fire, killing five people, after rebels overran two army roadblocks on the edge of the town, on the main highway from the capital to the north, opposition campaigners said.

Rebels tried to maintain pressure on two army bases on main roads leading to the contested city of Aleppo, a key prize in the 19-month-old uprising against Assad's authoritarian rule.

"No one is taking the ceasefire seriously," said Moaz al-Shami, an opposition activist in Damascus.

"How can there be a ceasefire with tanks roaming the streets, roadblocks every few hundred meters and the army having no qualms about hitting civilian neighborhoods with heavy artillery? This is a regime that has lost all credibility."

Even if Assad accepts a truce, there may be no unified response from Syria's fractured opposition. Some armed groups have said they will abide by a ceasefire. Others, including the Islamist militant Al Nusra Front, have rejected it.

In Aleppo, where opposition activists reported more fighting and shelling, the rebel Shining Aleppo Division said it would observe the ceasefire despite "doubts over the credibility of the regime" if Assad stopped moving armored units, halted air raids and released thousands of prisoners held without trial.

WAR CRIMES

Brahimi's predecessor, former U.N. chief Kofi Annan, declared a ceasefire in Syria on April 12, but it soon became a dead letter, along with the rest of his six-point peace plan.

Violence has intensified since then, with daily death tolls compiled by opposition monitoring groups often exceeding 200.

"Harasta is being pummeled by tanks and rocket launchers deployed on the highway. The rebels are putting up a fight and it does not seem the army will be able to enter the town this time," said a Damascus resident, who gave his name as Mohammed.

Assad's force pushed into Harasta a month ago in an operation which opposition activists said killed 70 people.

In Geneva, U.N. war crimes investigators said they had asked to meet Assad to seek access for their team, which has been excluded from Syria since it began work a year ago. There was no word on how the Syrian leader would respond.

The inquiry led by Brazilian expert Paulo Pinheiro has been investigating atrocities by both sides in the conflict

In their latest report in August, the investigators said that Syrian government forces and allied militia had committed war crimes including murder and torture of civilians in what appeared to be a state-directed policy.

In Harasta, an opposition group described the town as a "disaster zone" after the shelling. "An (army) roadblock had been set up next to the main bakery. There is no water, no food, no medicine and prolonged power cuts," it said in a statement.

Activists also reported army artillery on the town of Anadan northwest of Aleppo. To the southwest of the city, rebels have been surrounding army barracks at the town of Orum al-Sughra, on the road between Aleppo and the Turkish border.

Assad's forces appear to have curbed a two-week-old rebel offensive against an army base at Wadi al-Deif to the south, near Maarat al-Numaan on the Aleppo-Damascus highway.

Rebel commanders said an armored column sent to defend the base 10 days ago had arrived near Maarat al-Numaan despite rebel attacks. The column, now deployed just south for the town, is bombarding rebel forces operating near Wadi al-Deif.

Rogers Communications' Q3 Profit Lifted by Smartphone ...

TORONTO ? Canadian cable, mobile and media giant Rogers Communications on Wednesday reported lower third quarter earnings, due in part to Canadian ad market softness.

Profits for the three months to September 30 were CAN$466 million ($463.2 million), down 5 percent from year-earlier earnings of $491 million ($488 million), on overall revenue up 1 percent to CAN$3.176 billion ($3.156 billion).

After stripping out unusual items, a surge in smartphone use by Rogers subscribers helped the group post adjusted earnings up 1 percent to CAN$495 million ($492 million).

Rogers president and CEO Nadir Mohamed told analysts during a morning call.

Wireless revenue was up 3 percent to CAN$1.88 billion ($1.86 billion), as Rogers activated over 700,000 smartphones, mostly iPhones, during the latest frame.

BLOOMINGTON, Ind. -- It's time to establish a national network for wildlife conservation, bringing together state, federal and private initiatives to coordinate planning and work toward common goals, 11 prominent wildlife biologists and policy experts write in the journal BioScience.

Vicky Meretsky of Indiana University and her co-authors say established state wildlife programs provide "strong building blocks" for such a network. But they make a forceful argument that national cooperation and coordination are needed to protect at-risk wildlife species and habitat and to respond to threats such as novel diseases and climate change.

Amphibians such as frogs are one example cited by the authors. The nation's frog populations have been declining due to the spread of chytrid fungus, particularly in the western U.S. Limited baseline data and state-centered monitoring can obscure range-wide trends for these and other declining species.

"To date, state programs have been inconsistently and incompletely integrated into regional and national networks," they write. "In this era of reduced financing and increased threats, better, more consistent coordination of state-based efforts is increasingly necessary to maximize the effectiveness of limited conservation funds."

Meretsky, associate professor in the School of Public and Environmental Affairs at Indiana University Bloomington, is the lead author of the paper, "A State-Based National Network for Effective Wildlife Conservation." It is available online and scheduled for publication in the November 2012 issue of BioScience.

Co-authors are Lynn A. Maguire of Duke University, Frank W. Davis and David M. Stoms of the University of California at Santa Barbara, J. Michael Scott and Dale D. Goble of the University of Idaho, Dennis Figg of the Missouri Department of Conservation, Brad Griffith of the Alaska Cooperative Fish and Wildlife Research Unit and the University of Alaska, Scott E. Henke of Texas A&M University-Kingsville, Jacqueline Vaughn of Northern Arizona University and Steven L. Yaffee of the University of Michigan.

States have traditionally been responsible for wildlife conservation, although in the 20th century the federal government asserted authority over migratory birds, marine mammals, ocean fisheries and imperiled species. But a state-by-state approach isn't sufficient for protecting ecosystems and habitats that cross state boundaries; and neither does it allow for addressing problems for species that are declining throughout their ranges but not yet endangered or threatened.

While voluntary regional collaborations have had some success, the authors say, they are limited by uneven funding and capacity in different regions and by difficulties in sharing information.

They propose the following goals for a national wildlife conservation network:

  • Establish a common habitat classification map suitable for wildlife conservation.
  • Identify at-risk species.
  • Coordinate and leverage capacity-building opportunities.
  • Facilitate and enhance the dissemination of information.
  • Incorporate new data tools.

"Appropriately scaled conservation efforts make the most efficient use of limited funds, maintain ecological integrity and ecosystem services and reduce the need for more stringent environmental protections," the authors write. "Investing these funds in a collaborative structure linking state, federal and other conservation programs to enhance work at state to international scales will be far more efficient than piecemeal allocations to separate agencies and organizations -- and will be far more effective than waiting for species to decline into endangerment."

The article says an effective national network could be built on the basis of state wildlife action plans, or SWAPs, which have been developed through a federal grant program established in 2000. The authors do not recommend a new agency or oversight function, but rather a cooperative and coordinating group that can support and integrate state efforts. They point to NatureServe, a nonprofit supported by state and federal agencies in providing a national species-and-ecosystems database, as a possible model.
