Obama: review of Boston attack information sharing

WASHINGTON (AP) ? President Barack Obama said Tuesday that no stone will be left unturned in reviewing whether any sensitive intelligence was missed that could have stopped the deadly attacks on the Boston Marathon.

Obama called it "standard procedure," but said the review, which will last only 90 days, would help determine if all the information was shared properly.

"Based on what I've seen so far, the FBI performed its duties, the Department of Homeland Security did what it was supposed to be doing," Obama told a White House news conference, describing how the FBI interviewed Tamerlan Tsarnaev, a suspect in the Boston Marathon bombings who died in an escape attempt.

But he said it would help determine whether "there were additional things that could have been done."

Shawn Turner, a spokesman for the Director of National Intelligence James Clapper, says the review is limited to how information about the suspects was handled before the attack because the investigation of the bombing is still ongoing. He added that Clapper believes his agencies shared information appropriately.

The review will be conducted by I. Charles McCullough III, the independent intelligence community inspector general, which is a position that is Senate-confirmed and is authorized to reach into any U.S. intelligence agency to conduct reviews.

Lawmakers have suggested that an intelligence breakdown may have contributed to the attacks.

"Just because the FBI didn't find derogatory information about the suspects doesn't mean it wasn't there to be found," said Rep. Adam Schiff, D-Calif., a member of the House intelligence committee. "But nor should we leap to a conclusion of malfeasance. Instead this review may produce one important component of the 'lessons learned' from the attacks," he added Tuesday.

ALL relationships evolve and grow, just as all individuals do.? The United States-Zimbabwe relationship is the same.? For too long, our government-to-government relations have been frosty even while many of our people have enjoyed warm friendships, cultural exchanges, and mutual respect.

Civil rights leader Ambassador Andrew Young visited Zimbabwe recently at the request of the US Department of State to explore ways to improve our government relations. He came with a clear, sincere message: the US wants to see full normalisation of bilateral relations following credible, non-violent elections that reflect the will of the people.

We believe that dialogue and respectful engagement are the first steps to moving our bilateral relationship forward and I have been working to achieve this since my arrival last year.? The visit by Ambassador Young and earlier visits this year to Zimbabwe by senior US government officials are part of this initiative.

These engagements acknowledge the progress of the constitutional reform process and referendum, and underline our belief that the upcoming campaign and national elections offer crucial opportunities for Zimbabweans to work together to strengthen the nation.

US policy toward Zimbabwe is guided by our support for the democratic institutions and processes that allow the people of Zimbabwe to choose their leaders.

?Rule of law, good governance, and protection of human rights are all critical to enabling the will of the people and building a strong, stable society that can create jobs and meet social needs.?? The US will recognise and engage the winners of a credible, non-violent election.

Just as the US took gradually more restrictive actions in response to political violence, human rights abuses and selective application of the rule of law, our response to positive trends will also be phased and will track with the speed and magnitude of improvements on the ground.

?Peaceful, credible elections will be real progress and will lead to action on the part of the US ? to include full normalisation of relations and the end of sanctions.

Until then, we will pursue smaller scale actions to demonstrate our recognition of progress made and our commitment to the process of normalising relations.? Last week, the US Treasury Department?s Office of Foreign Assets Control suspended financial restrictions on two Zimbabwean banks: the Agricultural Development Bank of Zimbabwe (Agribank) and the Infrastructure Development Bank of Zimbabwe (IDBZ). This suspension ? or licences as they are technically known ? allow the banks to conduct normal business with, or through, the American financial system. This decision is part of our commitment to actively respond to positive developments in Zimbabwe.

Should Zimbabwe hold peaceful, credible presidential and parliamentary elections this year that are broadly observed and reflect the will of the Zimbabwean people, the US is prepared to consider significant further actions toward ending targeted sanctions, developing trade and economic ties, and further normalising our bilateral relationship with Zimbabwe.

We are also prepared to consider rolling back our sanctions on Zimbabwe in response to positive progress on Zimbabwe?s part in meeting its own reform commitments under the Global Political Agreement and the Sadc roadmap.

However, we want to see President Mugabe?s call for peaceful, unbiased elections honoured and enforced. We believe this should include giving civil society organisations space to operate without impediment within the parameters of the law.

Key State institutions, especially those in the security sector, have a special responsibility to enforce the President?s calls to prevent the violence and intimidation that has undermined democratic process in Zimbabwe in the past.

When violence occurs, law enforcement authorities should enforce the law in an even-handed, unbiased way, including protecting the victims, arresting the perpetrators, and carrying out professional investigations and prosecutions regardless of the political affiliation of the perpetrators or victims.

I hope to normalise relations during my tenure as Ambassador, but I cannot do it by myself. Normalisation will only occur if both sides work together. We must actively find ways to rebuild each other?s confidence in our sincerity, engage in continual and respectful dialogue, and pursue progressive steps toward thawing and normalizing relations.

Our sanctions policy reflects our continuing commitment to help the people of Zimbabwe build the stable, peaceful, democratic country they rightly deserve. It is important to know that neither sanctions nor ZDERA (Zimbabwe Democracy and Economic Recovery Recovery Act) are an embargo on Zimbabwe.? In fact, US trade with Zimbabwe has grown continuously for several years.

I am working full time to improve our relations, strengthen our communication with each other, and build bridges so that together, we can move the relationship forward and beyond sanctions. I invite every Zimbabwean to do this with me.

Algeria president in France for tests after minor stroke

ALGIERS (Reuters) - Algerian President Abdelaziz Bouteflika was transferred to France for medical tests on Saturday night after suffering a minor stroke, Algeria's official news agency said.

Bouteflika, who has ruled over the North African oil and gas producer for more than a decade, had an "transient ischemic attack" or mini-stroke on Saturday but his condition was not serious, the APS agency said, quoting the prime minister.

The 76-year-old is part of an older generation of leaders who have dominated politics in a country that supplies a fifth of Europe's gas imports and cooperates with the West in combating Islamist militancy.

He has rarely appeared in public in recent months, prompting speculation about his health.

"The president felt unwell and he has been hospitalized but his condition is not serious at all," Prime Minister Abdelmalek Sellal was quoted as saying by APS.

The president was then moved to France, on the recommendation of his doctors.

Bouteflika and other members of Algeria's elite have controlled Algeria since it won independence from France in a 1954-62 war.

In the early 1990s, the military-backed politicians overturned an election which Islamists were poised to win and then fought a conflict with them in which about 200,000 people were killed.

They also saw off the challenge of Arab Spring protests two years ago, with Bouteflika's government defusing unrest through pay rises and free loans for young people.

Bouteflika has served three terms as president of the OPEC member and is thought unlikely to seek a fourth at an election due in 2014.

U.S. diplomatic cables leaked in 2011 said Bouteflika had been suffering from cancer but it was in remission.

More than 70 percent of Algerians are under 30. About 21 percent of young people are unemployed, the International Monetary Fund says, and many are impatient with the gerontocracy ruling a country where jobs, wages and housing are urgent concerns.

A transient ischemic attack is a temporary blockage in a blood vessel to the brain. it typically lasts for less than five minutes and "usually causes no permanent injury to the brain", the American Stroke Association said on its website.

The attacks should be seen as a warning as a third of people who experience them go on to have a full stroke within a year, the organization added.

NEW ORLEANS (AP) ? A steady, sometimes heavy rain pelted fans Sunday at the New Orleans Jazz and Heritage Festival, but the music flowed on.

A soaked Dave Matthews and his band played through a strong downpour at the tail end of the closing weekend, much to the fans' delight as they danced along with him and cheered him through the bad weather.

Matthews ended his performance just before a flash of lightning and strong thunder echoed his goodbyes to the crowd, which stretched to the back track and beyond despite the weather, as is usual for that stage.

Umbrellas, rain boots and plastic ponchos were out in abundance early as fans stood among the puddles and water-soaked grass, awaiting clearer skies. The rain had stopped for a time in the afternoon, but came back in time to drench the evening crowd.

Paul Rother, of Venice Beach, Calif., said he and his friend, Mark Sender, of Hollywood, drove 2,300 miles to attend this year's festival, and a little rain wasn't going to make them stay inside.

"The bands go on, rain or shine. I was at Woodstock. It rained there, too," he said, laughing.

Rother, a first-timer to the festival, said he decided to attend after Sender spoke so highly of the city and the event.

"New Orleans is the best city in America," Sender said. "And since Katrina, I've wanted to contribute to the economy as much as I can."

As Steven and Jessica Kennedy pushed their 2 ?-year-old daughter, Miriam, in a stroller, the New Orleans residents said weather wouldn't deter them from getting out to hear the likes of the Nevilles, the Dave Matthews Band and B.B. King.

"She wanted to come more than we did," Jessica Kennedy said of the toddler. "We're prepared. We have a lot of rain gear."

"There are 600 bands here," added Steven Kennedy. "You can't beat the price of the ticket for that kind of talent and you get a good mix of national and local artists."

A torrential downpour blew through about 5 p.m. CDT, shortly before the day's final artists would take the stage, sending fans inside any shelter they could find, including covered tents, such as the one where jazz songstress Dianne Reeves entertained a standing-room-only crowd. Reeves canceled last year's scheduled appearance after her mother died.

Fans enthusiastically embraced her when she took the stage and sang her rendition of Lena Horne's "Stormy Weather" and Fleetwood Mac's "Dreams."

"It's such a pleasure and honor to be here with you tonight," Reeves told the crowd, who cheered in response. "We made it through the rain and storm clouds now sit back and relax and enjoy the music."

Calvin Cherry, of Newport News, Va., said when he saw Reeves was on this year's lineup, he knew instantly that he'd be in the house. Cherry, a professional dancer, said Reeves' voice is like "poetry in motion."

"It's so mysterious, so haunting and has such a deep and guttural quality that it's just phenomenal. There are spaces in her voice that just resonate with me and for me to use my body to interpret her music, it's just kismet," he said.

The downpour stopped the music shortly on at least one stage, as crews rushed to cover equipment at the height of the storm. But the sweet sounds of the Gipsy Kings ? a group from Arles and Montpellier in the south of France who perform in Spanish ? quickly returned when the rain slowed to a drizzle.

Just before 7 p.m., another line of severe weather dumped rain on the remaining fans, who stuck it out with Matthews until the end of his set.

Festival producer Quint Davis thanked Matthews for his effort and encouraged fans to return on Thursday when the festival resumes.

New Orleans artists Khris Royal & Dark Matter played the Gentilly Stage early Sunday as pockets of fest-faithfuls grooved and danced to his funky saxophone opening instrumental. Keith Frank & the Soileau Zydeco Band also enticed fans to the front of the nearby Fais Do-Do stage, where couples rocked a two-step to the band's steady beat.

The Nevilles, without brother Aaron, performed just before the Dave Matthews Band, which closed the fest's first weekend and largest stage.

"We almost didn't come," said Sandy Diaz, of Ocean Springs, Miss., after singing along and dancing with the Nevilles on "Meet de Boys on the Battlefront."

"It's a little disappointing that Aaron's not up there with him, but I'm excited about seeing Trombone Shorty next weekend," she said.

Trombone Shorty, whose real name is Troy Andrews, will close the largest stage May 5, the final day of the festival, which is held over two weekends annually.

In the last few days, New Zealand and France became the 13th and 14th countries to legalize gay marriage, respectively. My home country, South Africa, legalized it in 2006, becoming the first African country to do so.

Although it was a positive move, it doesn't mean that South Africa is progressive enough for gay people to live their lives entirely without fear. As in many of the countries that have made the move to legalize gay marriage, the decision was met with a good deal of criticism: Internet forums were splashed with derogatory comments, sermons and prayer groups were devoted to seeing the law revoked, and gay people were persecuted as much as, if not more than, ever before. In 2008, Eudy Simelane, a player in the national female soccer team, was a victim of "corrective rape" (a phenomenon in which lesbian women are gang-raped in order to be "cured" of their homosexuality) and murder. And last week, police cautioned against a serial killer who may be targeting gay men in Johannesburg -- with some people lauding the killer a "hero."

This is partially why I follow the U.S. debate surrounding gay marriage with some interest. It's not because I'm gay but because I can't understand why there is so much straight hysteria surrounding the subject, with radicals blaming everything from Hurricane Sandy to the Boston Marathon bombing on Obama's support of gay marriage. "This is just the start," one man wrote on Facebook. "Who knows what will happen when the laws are actually passed?"

You know what will happen, right? It happened to South Africa, and it will happen to you.

They will do so the same way straight couples have been doing for years: Privately, with their friends and family, without you ever having to know about it.

It's what has happened in South Africa. Gay people got married. The girl who came in third on Idols, the South African version of American Idol, got married. Two men got married in a traditional African ceremony, wearing animal skins and killing an ox so that their ancestors could bless their union. An avid rugby player I went to high school with got married to his partner, whom he met while traveling. A friend of mine from college is thinking of proposing to her longtime girlfriend. Gay people got married, and some got divorced, and some are living right across the road -- and my life has gone on as usual.

I understand the religious fears. I've heard the argument that the biblical Sodom and Gomorrah were "homosexual cities," and that God decided to firmly and mercilessly "smite" them with fire. Therefore, by "endorsing" gay marriage or homosexuality, we open ourselves up to fire and damnation -- a sort of condemnation by association scenario, I'm assuming. Well, that hasn't happened over here yet. Seven years on, and the whole gay marriage thing is still as mundane as straight marriage. It hasn't shaken the foundations of society, and there is no sign of fire raining down from the sky.

In other words, legalizing gay marriage will not make it easier to be a gay man, woman or couple. It's still a struggle, and a scandal, in many communities. My own friends who have come out have had a long, painful battle for acceptance. Some were able to open up to their parents in high school, some cracked under the pressure of bullying, and some are still grappling with the very idea of being "different" in their 30s. Some haven't spoken to their families in years. Some entered disastrous marriages with the opposite sex in order to "fit in."

Thus, legalizing gay marriage has not changed the landscape of South Africa in any way, shape or form. The only effect it has had has been on gay people themselves, and on a deeply personal level. It also won't make it any harder for you to be a straight man or woman, or to raise your children with your values. It won't change your life -- and it might not even change the lives of gay people.

You might therefore wonder why gay people would want the right to get married if it won't change anything. I've lived in the pre- and post-apartheid South Africa. I've seen people who didn't have the right to vote before 1994 go to the polls, year after year, and go home to the same shacks, in the same ill-protected, under-serviced slums, working the same jobs and going to the same subpar hospitals. Perhaps on the surface little has changed for that individual, but the right to vote has meant everything, even if it simply means that there is hope that things will improve for them in the future.

Living with someone for years, knowing them intimately and yet having to do so without being seen as that person's legitimate, legal partner, and without being able to make important legal decisions with and for that loved one, is dehumanizing in the same way that denying someone the right to vote for who will govern them or access to an education in their home language.

Legalizing gay marriage did not flip a magical switch that made our society more tolerant, but it was a very real gesture, a move in a direction where all people, no matter their sexual orientation, will be accepted for who they are, along with those whom they love.

Gray wolves to come off 'protected' list

BILLINGS, Mont. (AP) ? Federal wildlife officials have drafted plans to lift protections for gray wolves across the Lower 48 states, a move that could end a decades-long recovery effort that has restored the animals but only in parts of their historic range.

The draft U.S. Department of Interior rule obtained by The Associated Press contends the roughly 6,000 wolves now living in the Northern Rockies and Great Lakes are enough to prevent the species' extinction. The agency says having gray wolves elsewhere ? such as the West Coast, parts of New England and elsewhere in the Rockies ? is unnecessary for their long-term survival.

A small population of Mexican wolves in the Southwest would continue to receive federal protections, as a distinct subspecies of the gray wolf.

The loss of federal protections would be welcomed by ranchers and others in the agriculture industry, whose stock at times become prey for hungry wolf packs. Yet wildlife advocates say the proposal threatens to cut short the gray wolf's dramatic recovery from widespread extermination.

The proposal was first reported by the Los Angeles Times.

The U.S. Fish and Wildlife Service said Friday the rule was under review and would be published in the Federal Register and opened to public comment before a final decision is made.

If the rule is enacted, it would transfer control of wolves to state wildlife agencies by removing them from the federal list of endangered species. The government has been considering such a move since at least 2011, but previously held off given concerns among scientists and wildlife advocates who warn it could effectively halt the species' expansion.

John Vucetich, a wolf specialist and biologist at Michigan Tech University, said suitable habitat remains in large sections of the Rockies, the nation's midsection and the Northeast. Wolves presently occupy only about 15 percent of their historical range, but that could be greatly expanded if humans allow it, he said.

"It ends up being a political question more than a biological one," Vucetich said. "It's very unlikely the wolves will make it to places like the Dakotas and the Northeast unless the federal government provides some kind of leadership."

Meanwhile, increasing wolf numbers in parts of the country have stirred a backlash from agricultural and hunting groups upset by the predator's attacks on livestock and big game herds such as elk. Their complaints spurred Western lawmakers two years ago to remove wolves from the endangered list in five states by force, after the issue got bogged down by environmentalists' lawsuits.

Paul Schlegel with the American Farm Bureau Federation said any step toward dropping wolves from the endangered list would be welcome to ranchers who have lost cattle, sheep and other animals to wolves or fear they might if the predators enlarge their territory.

"There's a lot of anxiety when a listed species attacks your livestock and you have no way of protecting them," he said.

The National Cattlemen's Beef Association said the government also should remove protections for wolves in the Southwest, where agencies have struggled to re-establish wolves in parts of New Mexico and Arizona. That population is believed to number only about 75 animals.

"Repeated failed attempts to achieve unnaturally high population levels in that region have put undue strain on livestock producers" and government resources, spokesman Chase Adams said.

Some biologists have argued wolves will continue spreading regardless of their legal status. The animals are prolific breeders, known to journey hundreds of miles in search of new territory. They were wiped out across most of the U.S. early last century following a government sponsored poisoning and trapping campaign.

In an emailed statement, the Fish and Wildlife Service pointed to "robust" populations of the animals in the Northern Rockies and Great Lakes as evidence that gray wolf recovery "is one of the world's great conservation successes."

Wolves in those two areas lost protections under the Endangered Species Act over the last two years. Advocacy groups have filed federal suits challenging decisions to lift protected status from wolves in Wyoming, Michigan, Minnesota and Wisconsin.

"The U.S. Fish and Wildlife Service is evaluating the appropriate management status of the gray wolf under the Endangered Species Act outside of these recovered population areas," the agency said in its Friday statement. "This is a matter still under internal review and discussion."

In some states where wolves have recovered, regulated hunting and trapping already has been used to drive down their populations, largely in response to wolf attacks on livestock and big game herds. The U.S. Fish and Wildlife Service recently released data showing wolf numbers dropped 7 percent last year in the face of newly-expanded hunting and trapping seasons in Idaho, Montana and Wyoming. That's the most significant decrease since they were reintroduced in the mid-1990s.

"There's a race to the bottom to see who can be more anti-wolf," said Don Barry, a former Interior Department assistant secretary under President Bill Clinton and now a vice president at Defenders of Wildlife. "They're basically giving up on wolf recovery before the job is done."

Federal officials have said they are monitoring the states' actions, but see no immediate threat to the gray wolf's survival.

In Oregon and Washington, which have small but rapidly growing wolf populations, the animals remained protected under state laws even after federal protections were lifted in portions of the two states.

Between 1991 and 2011, the federal government spent $102 million on gray wolf recovery programs and state agencies chipped in $15.6 million. Federal spending likely would drop if the proposal to lift protections goes through, while state spending would increase.

Will the Boston Marathon Bombing Suspect Get the Death Penalty?

Federal officials will likely seek the death penalty for the surviving suspect of the Boston Marathon bombings, potentially making him the first terrorist to be executed since Timothy McVeigh nearly 12 years ago.

For a man who is suspected of killing three people, including an 8-year-old boy, and with plans to carry out further attacks in New York City, the death penalty only seems justified, some former prosecutors say.

This will be a textbook example of when the death penalty is used against federal terrorism suspects, said former Clinton Justice Department official Beth Wilkinson, one of Washington's most promiment attorneys and the woman who successfully argued for the execution of McVeigh for carrying out the Oklahom City bombing in 1995.?

As law-enforcement agents continue to gather evidence and build a case against Dzhokhar?Tsarnaev, who was transferred Friday morning to a federal detention center, Wilkinson said prosecutors have a strong case and will likely deliver on this country?s most severe punishment.

?From what you can see in the public, I think that law enforcement has done an excellent job,? she said. ?It looks like they have a wealth of information and evidence against the defendant to prove that he was involved and participated in the bombing.?

One of the biggest differences between this case and the one against McVeigh, Wilkinson said, is that it seems Tsarnaev is cooperating and talking with officials, whereas the Oklahoma City bomber exercised his right to remain silent through the entire trial.?

Not all former Justice Department officials think prosecutors should take this route. Joseph DiGenova, who was appointed by Ronald Reagan to be the U.S. attorney for the District of Columbia, said he would try to get Tsarnaev to plead guilty and avoid execution.

?If I was a prosecutor, I would want to get a deal so that he tells us everything we need to know in exchange taking the death penalty off the table and getting a full acceptance of responsibility,? he said.

However, DiGenova admits that in this circumstance, the death penalty is the likely path for the prosecution.

?This is not a case where they can play games with the death penalty,? he continued. ?The people of Massachusetts may not want the death penalty in their state, but they want it today.?

While the state of Massachusetts outlawed the death penalty in 1982, this case is being handled by federal authorities and thereby not limited to that state?s laws. But the U.S. attorney leading the case?in this case it?s Carmen Ortiz, who is known for her no-holds-barred approach to justice?has to go through a lengthy process to have the punishment approved.

A committee in the U.S. attorney?s office in Boston reviews the case and makes a recommendation to the attorney general in Washington. He, then, has his own panel that reaches an independent conclusion based on its own analysis.

?In the U.S. attorney?s offices around the country, 99 percent of what happens on a daily basis they just do,? said Donald Stern, a former U.S. attorney for Massachusetts. ?They?re representatives of the Department of Justice. Every once in a while, and for certain reasons, cases require very close consultation with the Department of Justice. This is one of them?not just because of the media interest, but because also it involves terrorism.?

And despite Attorney General Eric Holder?s personal objection to capital punishment?during his confirmation hearing he told senators, ?I am not a proponent of the death penalty, but I will enforce the law as this Congress gives it to us??the Justice Department will likely recommend that sentence.

?Whether he personally believes in it or not, under his watch they?ve brought death-penalty cases,? Wilkinson said.

Since McVeigh?s execution in June 2001, two other men have been executed through the federal judicial system. Tsarnaev, though, would be the first terrorism suspect executed since the Oklahoma City bomber.

When the time comes for federal prosecutors to seek the death penalty against Tsarnaev, a national debate on the merits of the punishment could occur. But that debate won?t prevent Tsarnaev?s likely fate, Wilkinson said.

?There will be a lot of pressure on him to seek the death penalty for someone who uses a weapon of mass destruction in a public sporting event,? she said. ?This is the kind of case the death penalty is designed for, if we?re doing it at all.?

Samsung to block access to app store in Iran

TEHRAN, Iran (AP) ? Iranian users of Samsung mobile applications said Thursday that the company had notified them that they will no longer have access to the company's online store as of May 22.

The move is seen as part of international sanctions on the country over its disputed nuclear program. The West has imposed banking and insurance sanctions on Iran since it suspects Iran is pursuing nuclear weapons, a charge Tehran denies.

At a Tehran shopping mall, owners of mobile phones and tablets said Thursday that they had received the message via email from the company late the night before. Retailers said they had no power over the decision.

"We have heard about it, but we are only responsible for hardware here, not software and apps," shopkeeper Bijan Ashtiani said.

In the message, Samsung said that it cannot provide access to the store, known as Samsung Apps, in Iran because of "legal barriers." It apologized to customers in emailed statement seen by the Associated Press on Thursday.

Samsung's offices in Tehran could not be immediately reached for comment due to the weekend there, and its headquarters in South Korea did not immediately respond to a request.

The decision quickly provoked ire on social media.

"Samsung is to stop its apps in Iran, oh how we appreciate our officials," wrote Bahareh, a Twitter user blaming Tehran's policy. Another, named Armin, pointed at the technology giant itself, saying: "Now, Samsung's sanctions honor us as well!"

Unlike Apple, Microsoft and Adobe, Samsung has provided localized services to Iranians in their native Persian language. In 2012, Finish communications giant Nokia stopped its services in the country.

Honors: Eifert became the first Notre Dame tight end to win the Mackey Award in December 2012, after he finished the regular season with 44 catches for 621 yards and four touchdowns. He was one of the only components of the Notre Dame offense who produced against Alabama in the BCS Championship Game, as he hauled in six passes for 61 yards. Eifert was also named a second-team All-American.

Key Stat: The game tape shows Eifert to be another Jason Witten, Jimmy Graham, Rob Gronkowski-type of matchup nightmare as a receiving tight end. His size and speed give him the ability to line up at both tight end or as a possibility out wide on occasion, which is becoming more and more common. Blocking isn?t Eifert?s strongest suit at this point, but his 6-5, 250-pound frame allows for plenty of improvement in that category.

Where He?s Headed: He?s a first round lock as the consensus best tight end in this draft. Where he goes is a matter of opinion, but it?ll probably be somewhere between No.10 and No. 20.

Dow slips, S&P edges up as durable goods, Apple drag

NEW YORK (Reuters) - The Dow dipped while the S&P 500 edged up on Wednesday as a sharp drop in durable goods orders last month added to worries about slower economic activity and Apple's results disappointed investors.

Shares of Amgen dropped 6 percent to $106.03, weighing on the Nasdaq and the S&P 500 a day after the drug company reported first-quarter sales below analysts' expectations. The S&P 500 healthcare sector index <.spxhc> fell 1.2 percent and was the worst performer among the S&P's 10 sectors.

Helping to limit losses, Boeing jumped 3.4 percent to $91.13 and gave the biggest support to the Dow after the aerospace company reported earnings that beat expectations. Boeing shares rallied despite concerns about the company's 787 Dreamliner.

The market's mixed day followed gains so far this week. The S&P 500 is still up 10.8 percent for the year despite a fairly weak month so far.

Adding to market weakness, March U.S. durable goods orders slid 5.7 percent in March, the government said, marking the biggest decline in seven months. The March drop was slightly more than twice the 2.8 percent decline forecast by economists polled by Reuters.

"That doesn't surprise me a whole lot. People are maybe starting to feel the pinch of the payroll tax that took effect in January," said Bryant Evans, portfolio manager at Cozad Asset Management, in Champaign, Illinois.

Evans said it's more evidence of slow economic growth in the United States, which may likely continue the rest of the year.

The Dow Jones industrial average <.dji> was down 21.33 points, or 0.14 percent, at 14,698.13. The Standard & Poor's 500 Index <.spx> was up 1.60 points, or 0.10 percent, at 1,580.38. The Nasdaq Composite Index <.ixic> was up 0.25 of a point, or 0.01 percent, at 3,269.58.

Procter & Gamble Co , another Dow component, fell 4.8 percent to $78 after the biggest U.S. household goods manufacturer issued a profit outlook that was below expectations. It was the stock's biggest drop since January 2009, and contributed to a 1.1 percent drop in the S&P consumer staples index <.splrcs>.

Defensive shares, however, have led the S&P 500 index's gains so far this year, which has underscored views that economic activity remains painfully slow.

In the article, Lauren Wolf, C&EN associate editor, focuses on the Brain Research through Advancing Innovative Neurotechnologies (BRAIN) initiative, previously known as the Brain Activity Map project, which President Barack Obama announced earlier in April. Sometimes compared to the Human Genome Project in its scope and potential impact on medicine, BRAIN would enlist teams of scientists to develop the technology for an unprecedented new understanding of how the brain works. Developer Brings Google+ Commenting System To WordPress A Week After Google Launches It For Blogger

Earlier this week, Google launched its new Google+-powered commenting system for Blogger, but it’s not clear when the company plans to release it for the rest of the web. Now, however, intrepid developer Brandon Holtsclaw has managed to bring the Google+ commenting system to any WordPress blog. While Google’s code for the new commenting system isn’t optimized for WordPress or other sites yet, it’s actually quite portable and seems to work without problems. Looking at Holtsclaw’s code, it looks like packaging Google+ comments into a WordPress plugin is actually pretty straightforward. Google isn’t doing anything to prevent users from recycling its code on other sites, so chances are it won’t take any active steps to stop site owners from using them on non-Blogger sites. If you want to try Google+ comments on your blog, you can download the plugin here (and it should also be available in the WordPress Plugins Directory soon). It’s worth noting, though, that these comments, unlike similar systems from Disqus or Livefyre, aren’t integrated with WordPress, so you won’t be able to manage them from your regular WordPress dashboard. When it launched the new commenting system last week, the company said that it would allow Blogger users to make it easier to engage with their commenters and “see activity from direct visitors, and from people talking about [their] content on Google+.” Because the WordPress Google+ commenting widget uses the exact same code as Google’s blogger implementation, all of the features remain the same. By default, comments are sorted by “top comments,” but users can also switch to “newest first.” There is also an option to just see comments from people in your Google+ circles.

Heads up! 'Fireball season' hits peak this week!

The dramatic fireball that exploded over Russia in February got many people wondering if there is any way to anticipate future dazzling meteors before they appear.

Well, meteors not associated with an annual shower are certainly tough to predict. But there are some patterns that skywatchers can keep in mind to maximize their chances of spotting a fireball (which technically is any meteor that shines more brightly than Venus in the sky).

For example, springtime is "fireball season," when the number of bright meteor sightings increases by as much as 30 percent, NASA experts say. And the three-day stretch this week from Tuesday to Thursday?is perhaps the best time to watch for the next prospective fireball event, which might possibly even lead to the fall of a meteorite. Over the years, some real dazzlers have been seen during this time frame. And in at least two cases, the orbits of the meteors were virtually identical, suggesting Earth might hit more such space rocks when it passes through this part of its orbit.

A river of rubble?
Is there perhaps a "river of rubble" orbiting the sun that is populated by rather large meteoroids?

Unlike most of the annual meteor showers that are composed chiefly of dust and sand-sized particles ? such as the Lyrids, which peaked overnight Sunday?? this supposed fireball stream might be made up of objects that are considerably larger, perhaps originating in the main asteroid belt between Mars and Jupiter or perhaps being shed by the nucleus of a long-dormant comet.?

The circumstantial evidence for such a meteor stream lies with two brilliant fireballs that appeared during the 1960s.

One of these fireballs cast shadows over northern New Jersey on April 23, 1962. The other was seen by thousands of people over England, Wales and Northern Ireland on April 25, 1969 and also dropped a 0.6-pound (0.27 kilograms) meteorite in the town of Sprucefield, Northern Ireland.

After enough ground observations were gathered, orbits for both objects were computed. Remarkably, the two turned out to be very similar.?

Something to ?Crow? about
Both the New Jersey and United Kingdom meteors seemed to emanate from a spot in the sky near the constellation of Corvus (the Crow).?

Corvus is a rather striking star pattern situated low in the southeast sky around 9 p.m. local daylight time ? a little four-sided figure of fairly bright stars, like a triangle whose top has been removed by a slanting cut.

By around midnight it appears almost due south, and by the first light of dawn it?s disappearing beyond the southwest horizon. So any brilliant fireballs traveling on a general south-to-north trajectory might be related to this supposed fireball stream, especially if they seem to come from the direction of Corvus.

Here are three other possible candidate "Crow" meteors, all of which blazed up on the calendar date of April 25:

April 25, 1966:?This brilliant exploding meteor passed northward over New Jersey and eastern New York into Canada along a flat trajectory. Observations were analyzed by both U.S. and Canadian experts, who determined that the end point of the meteor's visible path was at an altitude of around 9 miles (15 kilometers) near Huntingdon, Quebec. Canadian astronomers B.A. McIntosh and J.A.V. Douglas noted, "The anticlimax of so spectacular an event is surely the failure to recover meteorites ... Much of the possible fall area is either sparsely populated or unfavorable terrain for recovery." They suggest that part of the meteoric mass may have come down in the rugged Adirondack Mountains, along the trajectory but before the end point.???

April 25, 1971:?A man named James A. Lewis reported that he and his wife heard a "thunder-like" sound in north-Central Wisconsin. "I thought it was lightning," Lewis wrote, "until I looked up and saw the fireball-like object hurtling northerly through the clouds. It seemed to break up about 30 degrees above the northern horizon." (As reported in Natural History Magazine, Vol. LXXX, No. 7, August-September 1971).

April 25, 2005:?A fireball was seen as far north as Portland, Maine and as far south as Long Island. A Federal Aviation Administration spokeswoman said that a number of witnesses thought the meteor was a plane crashing in Connecticut, the Associated Press reported at the time.

Prospects for 2013

If you do plan on watching the night sky for any prospective fireball activity this year, keep in mind that you're going to have stiff competition from a very bright moon which, unfortunately, turns full on Thursday night.

The moon?s brilliant light will squelch the light of all but the brightest stars, but if you?re lucky enough to witness a fireball suddenly bursting forth, it should easily be seen in spite of the moonlight.?

Also keep in mind that any potential fireball sightings are likely to be very few and very far between. This plus that bright moon might sound discouraging, but considering what some have been lucky to see in the past around this time of year, it still just might be worthwhile to spend a little time under the stars on the nights of April 23, 24 and 25.?

You never know.

Hasty, last-ditch gay marriage protest held in Paris

Opponents of France's same-sex union and adoption law, expected to pass next week, marched in Paris on Sunday, arguing the government should hold a referendum on such a fundamental issue.

Chanting "We don't want your law, Hollande!", some 50,000 protesters massed behind a banner reading: "All born of a Mum and a Dad" and said it was undemocratic to bring about such a fundamental social change without holding a referendum.

Hastily organized after the law's passage was sped up to circumvent a big rally set for late April, Sunday's march capped months of protests by a dogged opposition movement that has sullied President Francois Hollande's flagship social reform.

"We warned the president back in November that we would not give up and that we would do everything to stop this law being passed, or to get it repealed if it is adopted," one of the protest organisers,?Alberic Dumont, told Reuters.

Attended largely by families with children and old people, it was much more peaceful than a series of agitated demonstrations outside parliament this month that saw hard-right youths pelt police with stones and bottles and damage cars.

The piggy-backing by hard-right youths of a movement led by conservatives and Catholics has fed other ugly scenes including the public stalking of government ministers and a spate of homophobic attacks around the country.

As far back as January, the "anti" movement came under fire when some 350,000 protesters massed under the?Eiffel Tower?tore up the lawns beneath the monument.

Hollande, who is grappling with the lowest popularity ratings of any recent French president as unemployment surges above 10 percent, hoped to win some glory from passing a reform already in place in a dozen other countries.

Paris?Mayor?Bertrand Delanoe, one of very few French public officials who is openly gay, headed a rival march in favour of same-sex marriage and said that it was too late for anything to derail the law, set for a final parliament vote on Tuesday.

MINNEAPOLIS (AP) ? Delta Air Lines is reporting a small first-quarter profit, as passengers paid more to fly.

The world's second-biggest airline says revenue rose even though it cut flying slightly.

Delta earned $7 million, or a penny per share. Not counting special items, it would have earned $85 million, or 10 cents per share ? better than analysts had been expecting.

Revenue rose 1 percent to $8.5 billion, matching analyst expectations.

The first three months of the year are often money-losers for airlines. Delta says this was its best first-quarter profit in more than a decade.

Yield, which is one way to measure fares, rose 2.1 percent.
